A Message to Our Host Families

Dear New Oasis host families,

Thank you for being a part of making global local in your community. Being a host family is a very big commitment and New Oasis appreciates how your family provides a loving and nurturing home to our students so they can thrive in social and academic settings. Over the past few years, New Oasis has grown to more than ten states, 60 schools, and over 380 host families. You are part of our story and success!

New Oasis has a very important upcoming policy change regarding the reporting of Homestay stipends. Beginning in January 2017, New Oasis will be required to issue 1099-MISC forms to all host families participating in the New Oasis Homestay Program. The fall 2016-17 semester will mark the start of this new policy with stipends being reported from August 1, 2016 going forward.

Currently, New Oasis treats the host stipend as per diem reimbursement for students’ living costs. The per diem reimbursement covers costs associated with housing, food, utilities, toiletry, transportation, occasional meals out, and family travel. The rate is based on the cost of living standard for each host family’s location.

New Oasis is changing its stipend policy to comply with guidelines issued by the Council on Standards for International Educational Travel (CSIET). Specifically, CSIET has released a memo on “Taxability of Host Family Payments” and recommended all Exchange Programs treat the payments as taxable and issue Form 1099. Hosting stipend will be calculated and reported in “Box 3 – Other Income” on the 1099-MISC form. New Oasis will start collecting “Form W-9 Request for Taxpayer Identification Number and Certification” shortly, for use starting August 1st, 2016 for our new and returning families. (** Please note that the hosting stipends received before August 1st,2016  will not be reported, as this is a new policy and procedure starting from Fall 2016/17 school year.)

Host families do not need to submit receipts to New Oasis. However, as always, we strongly recommend that each family keep all receipts for their records.  If you have questions regarding taxes on your stipend or deducibility on your expenses, please consult with your accountant or tax advisor. New Oasis is not authorized to give any advice on tax matters.  We sincerely appreciate your understanding.
